Three Duke University Lacrosse Players Charged With Rape! Explosive headlines polarized the country. A top university with a prestigious athletic department was smeared and student Reade Seligman and two classmates were charged in the midst of racial insults and an atmosphere of race versus privilege. Facing 25 years behind bars, all three defendants were found to be falsely accused and their charges were dismissed. But in a surprising turn of events, Durham County Prosecutor Mike Nifong, who seemingly believed the accuser and withheld exonerating DNA evidence, was ultimately disbarred by the North Carolina State Bar for ethics violations. What can be done when a video or audio recording is poor quality? What if the image is blurred? How about background noise that overrides the spoken word? What if the sound transmission obliterates vital background noise? Does it matter if the photo or the recording is from a cell phone? Is it possible to discover a cheating spouse by detecting voice stress? What are the myths concerning what enhancement can be done and what can’t? Video and audio recordings are often critical pieces of evidence in a myriad of legal proceedings. Forensic examiner Doug Carner will be available to answer these questions and practical applications and procedures such as image analysis, filtering, enhancement, restoration, authentication, identification, extraction, isolation and other topics. Doug Carner
Doug Carner, CPP/CHS-III, president of Forensic Protection, Inc., is a forensic technologist with over 20 years experience resolving audio and video surveillance challenges for corporations, government, and law enforcement. Doug is highly trained in multimedia recording & capture forensics, software, equipment, and security platforms. He is skilled in audio-video-image analysis, enhancement, authentication, restoration, editing and system design. Doug holds a Bachelor of Science from the University of CA, Davis (Phi Beta Kappa) and has worked as both a lead engineer and systems integrator. He pioneered industry methods including a camera correction filter for prerecorded video, invented a self-recording solar camera, created an on-line enhancement service, and patented a wireless security system in use on millions of doors. Doug is Board Certified by the American College of Forensic Examiners and in Security Management (recognized by both ASIS and NICET).
Jim Allard
Jim Allard has been a licensed California private investigator since 1998 and has 29 years law enforcement, security and investigative experience. Formerly with Orange County Sheriff and the Huntington Beach Police Department, he investigated, supervised, or managed hundreds of investigations while working as a patrolman, as an investigator assigned to the narcotics unit, bunko forgery squad and the robbery homicide unit. These investigations targeted career criminals, narcotics investigations, stalkers, street & bank robberies, homicides, kidnapping, major fraud and identity theft. During his law enforcement career, Jim worked with the FBI, U.S. Marshall and other specialized units in joint operations. Jim is a board member of CA Robbery Investigators Assoc., past board member of So CA Fraud Investigators Assoc. and is a member of both the CA Homicide Investigators Assoc. and the CA Assoc. of Licensed Investigators.
